How To Change UTF-8?, from System Settings It Can't be changed, If u Change & save then windows-1251 is not changed to uft-8...?

Go to phpmyadmin
Make a copy of your database
Click on your database in the left
after that change Collation to utf8_general_ci for each row you can do that if you click on each row and then Operations

also you can export and change local with a text editor that open big text files and change
CHARSET=cp1251 to CHARSET=utf8

Don't forget before you start to change make a backup of your database!

my site use dle 9.0 and use the cp1251_general_ci, but somehow the thread ,especially from russian federation ,give me the image like this...
